The provision came into operation on appointing the Commissioner of the family and family values , approved by Cabinet resolution N131 on 24 February 2016, on which the Cabinet appointed President of the Ukrainian Charitable Foundation "Family" Adrian Bukovina as Commissioner of the family and family values.

The Government Commissioner of the family and family values is authorized by the Cabinet of Ministers of Ukraine, entrusted with tasks on ensuring an integrated and coordinated approach to the formation of an effective state family policy.
The Government Commissioner is appointed and dismissed by the Cabinet of Ministers of Ukraine on the request of Prime Minister of Ukraine.

On February 28, 2013, the press conference on "Ukraine – EU Summit: Are There Ways of Rapprochement with Europe without Homosexuality Promotion in Ukraine" was held in the press center of UNIAN.

And Adrian Bukovina said, "Society is imposing anti-norms, we prepare for their adoption. The society is expected to change its view on these issues.
